------------------------------------------------
I am afraid that the ordinary citizen will not like to be told that the
banks can and do create money... And they who control the credit of the
nation direct the policy of Governments and hold in the hollow of their
hands the destiny of the people
- Reginald McKenna speaking to stockholders as Chairman of the Board of
Midland Bank in January 1924.(1)
(Carroll Quigley, Tragedy and Hope: A History of the World in Our Time, The
Macmillan Company, New York, 1966, p.325)
The substantive financial powers of the world were in the hands of
these investment bankers... who remained largely behind the scenes in their
own unincorporated private banks. These formed a system of international
co-operation and national dominance which was more private, more powerful
and more secret than that of their agents in the central banks... In
addition to these pragmatic goals, the powers of financial capitalism had
another far reaching aim, nothing less than to create a world system of
financial control in private hands able to dominate the political system of
each country and the economy of the world as a whole. This system was to be
controlled in a feudalistic fashion by the central banks of the world acting
in concert, by secret agreements arrived at infrequent private meetings and
conferences. The apex of this system was to be the Bank for International
Settlements in Basle, Switzerland, a private bank owned and controlled by
the world's central banks which were themselves private corporations...

(In Lewis v. United States, 680 F.2d 1239
(9th Cir. 1982) "Federal reserve banks are not federal instrumentalities for
purposes of a Federal Torts Claims Act, but are independent, privately owned
and locally controlled corporations."
og
"the Reserve Banks have properly been held to be federal instrumentalities
for some purposes."
'held' by whom and for what 'purposes'? one may justly ask.
