How to make sure users see the same design~

We have a problem with a website we are constructing in
Frontpage. Each site contains 4 sites hidden as different files (
bottum, top, left, right ). We have all text and pictures in
tables.

Now we want all text and pictures to be centered both horiontal
and vertical regardless of browser and resolution of the screen.

We have operated with table sizes in % instead of pixels, but
still it doesn´t adjust to the resolution. When you show a 800 x
600 site in 1024 x 768, the table are not vertical centered, but
leaves a large margin in the bottum and no margin at the top. We
have deleated any margin in the table, the cell and the frame –
and in the HTML codes.

Is it something we can’t avoid, or is there a way to make sure
all users see the same design regardless of the browser and the
resolution.
