Durban III

Durban III is a United Nations (UN) scheduled conference to be held in New
York City on 21 September 2011.[1] Initially mandated in 2009 by General
Assembly (GA) Resolution 64/148 to commemmorate the UN Durban Conference on
its tenth anniversary, it was given additional form and visibility by a GA
Third Committee draft resolution adopted on 24 November 2010. The date was
finalized on 24 December of that year.[2][3]

Israel

On 25 December 2010, a day after the UN approved a resolution firmly
linking the event to the 2001 Durban Conference, Israel's Foreign Ministry
announced that the Jewish state intended to boycott the event. "The Durban
Conference of 2001, with its anti-Semitic undertones and displays of hatred
for Israel and the Jewish World, left us with scars that will not heal
quickly. As long as the meeting is defined as part of the infamous 'Durban
process', Israel will not participate", the statement said.[3]

The Foreign Ministry also said that it expected the UN and its member
states "to deal appropriately with the serious manifestations of racism
throughout the world, and to reject attempts to once again divert world
attention from this dangerous phenomenon by means of cheap politicization.
Israel is part of the international struggle against racism. The Jewish
people was itself a victim of racism throughout history. Israel regrets
that a resolution on an important subject- elimination of racism- has been
diverted and politicized by the automatic majority at the UN, by linking it
to the Durban Declaration and Programme of Action (2001) that many states
would prefer to forget."[3]

Draft text prior to the conference

During preparatory meetings in Geneva, text that linked Zionism to racism
was placed in brackets, with the expectation that it would be replaced by
text that referred to violations of the rights of Palestinians. The U.S.
had already threatened to boycott the conference should the conference
draft documents include text that could be in any way interpreted as
linking Zionism to racism. Mary Robinson had also said that regional
political conflicts should not be imposed upon the agenda of the
conference. The Australian, the Canadian, and some European delegations
shared the U.S. view.[4]

Durban Review Conference

On 19 November 2008, Israel announced it would boycott the Durban Review
Conference. Israel's Foreign Minister, Tzipi Livni, stated, "The documents
prepared for the conference indicate that it is turning once again into an
anti-Israeli tribunal, singling out and delegitimizing the State of
Israel." She said, "The conference has nothing to do with fighting racism.
In view of this situation, I decided that Israel will not participate and
will not legitimize the Durban II conference."[17] On 19 April 2009,
Avigdor Lieberman, Livni's successor as Foreign Minister, called the
conference "a hypocrisy summit,"[18] saying the fact that Iranian President
and Holocaust denier[4][19] Mahmoud Ahmadinejad had been invited to speak
at the conference proved its true character. "An international convention
that invites a racist such as Ahmadinejad, - who preaches the extermination
of the State of Israel day and night - and which allows him to make a
central speech, demonstrates both its goal and its character," Lieberman
said, adding that Israel could not ignore that a Holocaust-denier had been
invited to take part in a convention taking place on the very same day that
the Jewish people commemorate Holocaust Remembrance Day to remember the six
million Jews murdered in Europe by Nazi Germany and its accomplices.[19]
Israel had previously withdrawn from the 2001 Durban Conference.[20]
